All new players will go to a random location.

I may have shaken up the current locations and evicted San Francisco..... But that is purely speculation.

Players under level 17 got a Skill BOOST
Levels 1-16 are capped at 20 Max Skill
At level 17 players will begin gaining 1 skill per level.
This change is to help new players level and get started.

The first 5 days a new player can not be herped at all.
Help new players understand the game without having to sit around and move dust with their fingers for 10 minutes.
(Anyone under level 10 got a 5 Day Immunity)

Players can be healed no matter the time from the hospital if Under level 25.
To both help new players level and ones to be helped get a start.

Added a few more rewards for leveling.
Level 50,100,150,200,250, 350, 500, and 1,000

When you refer a player.... the level 5 reward now gives donor dollars...
and it also happens are higher levels... so encourage them to keep leveling
Added a level 10,15,20,25,35,50,100,150,200,250,350,500 and 1000 for refering players as well.
